Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Fain followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Shannan Bieler, Richard Fain, Eugene Fried, Mary Gibbs Kershner, Eugene Marks and Township Supervisor-Elect Ben Fiorito. Staff members in attendance were Steven English, Esquire, Edward Skypala, Township Solicitor, Larry Buck, Road Foreman, Jeffrey Ashman, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.
Chairman Fain announced that an executive session concerning matters of litigation and personnel had preceded the meeting.

Approval of Minutes
Mr. Marks moved to approve the Upper Hanover Township Board of Supervisors Workshop Meeting Minutes of November 9, 2009 and the Board of Supervisors Regular Meeting Minutes of November 10, 2009. The motion was seconded by Mrs. Kershner and carried unanimously.
Monthly Invoices
1. Previously Paid Bills Authorization
Mrs. Kershner moved to approve the previously paid bills in the amount of $1,478.36 from the General Fund and $5,225.00 from the Parks and Recreation Fund. The motion was seconded by Mr. Fain and carried unanimously.
2. Approval of Monthly Bills to be Paid
Mr. Marks moved to approve the monthly bills payment in the General Fund in the amount of $680,807.97, Escrow Fund in the amount of $14,936.43, Open Space Fund in the amount of $500,000.00, Parks and Recreation Fund in the amount of $741.35, State Aid Fund in the amount of $5,169.00, Capital Reserve Fund in the amount of $407,430.00, Road Improvement Fund in the amount of $220,000.00 and Municipal Facility Fund in the amount of $509,642.00. The motion was seconded by Mr. Fried and carried unanimously.

2009-34, Service Recognition Award – Phyllis F. Bittenbender
Mrs. Bieler moved to adopt Resolution # 2009-34. The motion was seconded by Mr. Marks and carried unanimously. It was noted that the service award will be presented at a later date.

2. Subdivisions and Land Developments
A. Macoby Self Storage Minor Subdivision Preliminary and Final Approval
Mrs. Kershner moved to provide preliminary and final plan approval of the Macoby Self Storage Minor Subdivision Plan as per the plan prepared by Horizon Engineering dated June 10, 2009 and last revised October 7, 2009. The motion was seconded by Mr. Fried and carried unanimously.

D. Lighting – School
Athletic Fields
David Horn, Architect and Bob Zoller, Lighting Consultant, reviewed proposed designs for the installation of lighting at the High School athletic fields. Discussion ensued. A poll of the Board of Supervisors indicated unanimous acceptance of the nontraditional lighting design proposal that would install one light at the edge of the practice field and one light at the end of the practice field.

Mrs. Kershner moved to approve the 2010 Salary Schedule. The motion was seconded by Mr. Fried and carried unanimously.

Township
Engineer’s Report
The monthly Township Engineer’s Report was entered into the record.
Mrs. Bieler moved to approve a final escrow release for the Vineyards Phases I and II in the amount of $1,944.65. The motion was seconded by Mrs. Kershner and carried unanimously.
Township Manager’s Report
1. Salt Brine Maker
Mr. Fried moved to authorize the purchase of a salt brine maker through the PA Costars contract and U.S. Municipal Inc. in the amount of $22,675. The motion was seconded by Mr. Marks and carried unanimously.

Manager Seitzinger distributed a copy of the Upper Hanover Township Personnel Policies and Procedures Manual.

Mr. Marks moved to adopt Resolution #2009-36. The motion was seconded by Mrs. Kershner and carried unanimously.

1. PPL Right of Way Agreement
Mrs. Kershner moved to adopt the PPL Right of Way Agreement. The motion was seconded by Mr. Marks and carried unanimously.
2. Announcement of Monday January 4, 2010 Organization Meeting
Chairman Fain announced the scheduled organization meeting to commence at 7:00 pm.
3. Mary D. Lineman
Tax Refund
Mrs. Kershner moved to approve a tax refund to Mary D. Lineman in the amount of $112. The motion was seconded by Mr. Fried and carried unanimously.
4. Service
Recognition – Eugene R. Marks, Township Supervisor
The Board of Supervisors presented Mr. Marks with a Service Recognition Award in honor of his years of service on the Upper Hanover Township Board of Supervisors.
