UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF JANUARY 11, 2010

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Township staff members in attendance were Larry Buck, Road Foreman, Jeffrey Ashman, Fire Marshal, Edward Skypala, Township Solicitor, Sean DeLong, Zoning Officer and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Jack Pogue reviewed the contributions regarding his subdivision project located on Geryville Pike.  Discussion ensued.  Mrs. Kershner moved to accept a $7,000.00 fee in lieu of waivers payment relating to the Jack Pogue Subdivision.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

(Mr. Ashman departed the meeting at 7:10 p.m. due to an emergency call.)

 

Stop Signs/Speed Limits

 

1. Adams Road

 

Manager Seitzinger reported that the Pennsylvania Department of Transportation plans to install one additional stop sign at the intersection of Adams Road and Bethesda Church Road. 

 

2. James Road

 

Manager Seitzinger was requested to obtain a clarification of the traffic study proposal provided by McMahon Associates. 

 

Parks and Recreation Committee Mission Statement – Number of Committee Members

 

Mrs. Kershner moved to amend the Upper Hanover Township Parks and Recreation Committee Mission Statement to increase the number of members from five to seven.  The motion was seconded by Mrs. Bieler and carried unanimously.

 

11th Street Traffic Signal

 

The Board of Supervisors reviewed minutes relating to the previously approved additional payment of $3,400.00 relating to the 11th Street Traffic Signal installation.  The Board of Supervisors agreed that the $3,400.00 should be forwarded to Pennsburg Borough.

 

 

Review of January 12, 2010 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

(Mr. Ashman re-entered the meeting at 8:04 p.m.)

 

Other

 

1.  Zoning Hearing Board Alternate

 

Discussion ensued regarding the scheduling of applicant interviews for the Zoning Hearing Board Alternate position.

 

2.  Lower Milford Township Quarry Land Development Project

 

Discussion ensued as to whether or not Upper Hanover Township should forward a letter commenting on the quarry land development plan located in neighboring Milford Township.

 

3.  Megan’s Law Postings

 

Mrs. Bieler presented information relating to the proposed Megan’s Law postings at Township parks.  Discussion ensued.  Mr. Fiorito recommended that the Township Solicitor review the proposed postings and provide comments.  The Board of Supervisors also requested that the Township Manager contact the Township’s insurance carrier to verify coverage. 

 

Clifford Weber stated that other people who commit offenses in Upper Hanover Township should also be posted at the Township parks.

Mrs. Kershner moved to adjourn the meeting at 9:15 p.m. The motion was seconded by Mrs. Bieler and carried unanimously.
