UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF JANUARY 12, 2009

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Eugene Fried, Mary Gibbs Kershner and Eugene Marks.  Township staff members in attendance were Jeffrey Ashman, Fire Marshall, Larry Buck, Road Foreman, Sean DeLong, Zoning Officer, John Weber, Township Engineer, Edward A. Skypala, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Clifford Weber inquired on complaints about the Township Engineer. Mr. Fain reported that LTL Consultants was appointed as the Township Engineer at the organization meeting with a three month probationary period. Mr. Fain indicated that several other engineering firms were interviewed.

 

Clifford Weber requested information on the Township Manager’s compensation.

 

Joint Open Space Project Grant Application – East Greenville Borough, Red Hill Borough and Upper Hanover Township

 

The Board of Supervisors expressed an interest in proceeding with the preparation of a joint open space project grant application in order to make use of Montgomery County open space funds previously allocated for use by East Greenville Borough and Red Hill Borough. LTL Consultants was requested to prepare a proposal for the preparation of a concept plan.

 

MCATO Spring Convention

 

Information on the MCATO spring convention was presented.

 

Discussion also ensued regarding the Pennsylvania State Association of Township Supervisors Conference.

 

11th Street No Parking

 

Information was presented regarding planned No Parking designations by Red Hill Borough and Pennsburg Borough.

 

Township Website Maintenance

 

The Board of Supervisors recommended making use of a thirty day trial for website software to determine whether the township staff can maintain the existing website.

Helen Rawson Early Barn Rent Request

 

A request for reimbursement for barn rental fees was reviewed by the Board of Supervisors. The Township Solicitor will discuss the request with a representative of Helen Rawson Early.

 

Northgate Phase 5 Realty Transfer Tax

 

Discussion ensued. The Township Manager was requested to determine whether the school waived the transfer tax for the Early Tract purchase.

 

YMCA 5K Race

 

Mrs. Bieler moved to approve the road closings related to the YMCA 5K race. The motion was seconded by Mrs. Kershner and carried unanimously.

 

Review of January 13, 2009 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

Adjournment

 

Mr. Fried moved to adjourn the meeting at 8:44 p.m.  The motion was seconded by Mrs. Bieler and carried unanimously.
