UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF MARCH 8, 2010

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Township staff members in attendance were Larry Buck, Road Foreman, Jeffrey Ashman, Fire Marshal, Edward Skypala, Township Solicitor, Sean DeLong, LTL Consultants, Ltd., and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Rod Wood commented upon an article he prepared for the Town and Country Newspaper commenting that Upper Hanover Township should not spend township funds on a pavilion with restrooms for Camelot Park, but should instead spend available funding for an upgrade to the traffic signal located at Route 663 and Geryville Pike. Chairman Fain provided a status report regarding the proposed Route 663 and Geryville Pike traffic signal improvements.

 

 Bill Fenley inquired on the status of a water line in the vicinity of his property and commented that hydrants that are not actively in use should be marked with a bag to make the status clear. Mr. Fenley also inquired regarding the status of pipes that extend out of the roadway in the vicinity of the water line.

 

Christopher Mullaney presented comments on the recently adopted Street Address Number Ordinance.

 

Rod Wood presented further comments regarding the proposed pavilion at Camelot Park. Chairman Fain indicated that a decision on the implementation of the pavilion project was not yet finalized. Rod Wood questioned whether contributions from developers should be divided on a fifty percent basis between road improvements and parks and recreation.

 

Christopher Mullaney recommended that a pavilion was an appropriate addition for Camelot Park in order to provide an available shelter.

 

Clifford Weber commented that based upon the news story written by Rod Wood and published in the last Town and Country he was not certain that he had attended the same meeting as Rod Wood.  Clifford Weber commented that questions and comments had been improperly attributed to a different Township Supervisor than had originally presented the comments included in the news article. Clifford Weber commented that Rod Wood’s assertion that the Township Supervisors were not doing anything to rectify the Route 663/Geryville Pike traffic signal upgrade was not accurate.

 

 

 

 

 

Review of March 9, 2010 Board of Supervisors Regular Meeting Agenda

 

The Board Supervisors reviewed the March 9, 2010 Board of Supervisors Regular Meeting Agenda.

 

Other

 

1. Megan’s Law Posting

 

Mrs. Kershner suggested that a general sign regarding the Megan’s Law Website be posted at Camelot Park and Macoby Run Park instead of posting complete Megan’s Law

listings.

 

2. Maintenance Building Lighting

 

Mrs. Bieler commented that residents on Route 663 and Peevy Road had submitted complaints regarding the level of lighting at the Upper Hanover Township Maintenance Building. Road Foreman Larry Buck reported that half of the original lights had previously been turned off at the location.  Discussion ensued regarding security needs at the building.

 

3. Complaint Forms

 

A brief discussion ensued regarding Upper Hanover Township complaint forms.

 

4. Other

 

Mrs. Kershner presented a comment expressing appreciation for the excellent work conducted by the road crew during the winter storms. Mrs. Kershner suggested the development of a program for the replacement of trucks. Discussion ensued.

Mrs. Bieler moved to adjourn the meeting at 7:45 p.m. The motion was seconded by Mrs. Kershner and carried unanimously.
