UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF MARCH 9, 2009

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Eugene Fried, Mary Gibbs Kershner and Eugene Marks.  Township staff members in attendance were Jeffrey Ashman, Fire Marshall, Larry Buck, Road Foreman, Edward A. Skypala, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Upper Hanover Township Industrial Development Authority

 

George Bonekemper of the Upper Hanover Township Industrial Development Authority reviewed a proposed financing project involving the St. Luke’s Hospital property in Upper Hanover Township. The Board of Supervisors indicated support for the project.

 

Mr. Bonekemper reviewed outstanding accounts for currently active projects.

 

The Board of Supervisors expressed general support for cooperative efforts between the Upper Hanover Townships Industrial Development Authority and the Berks County Industrial Development Authority for projects in the general vicinity of Upper Hanover Township.

 

Perk-Up Memorandum of Understanding

 

The Board of Supervisors indicated that the Perk-Up Memorandum of Understanding will be reviewed at the March 18, 2009 special joint meeting of the Board of Supervisors and the Planning Commission.

 

Emergency Operations Plan

 

Larry Buck provided an update on the status of updating the Upper Hanover Township Emergency Operations Plan. The plan can be scheduled for adoption consideration at the April meeting.

 

Review of March 10, 2009 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

 

Other

 

Township Website

 

Manager Seitzinger reported upon the updated township website.

 

Fruitville Road Turnaround

 

Mrs. Bieler reported upon unauthorized parking at the Fruitville Road turnaround on the Bieler property. Manager Seitzinger was requested to contact Pennsylvania State Police Lieutenant Buckley concerning the matter.

 

Addresses

 

Mary Kershner indicated that the Emergency Services Committee was recommending the adoption of an ordinance requiring specific address markings on properties.

 

Upper Perk Police Commission

 

Roderick Wood presented comments regarding whether the Upper Perk Regional Police Department will serve as a first responder for any calls in the future now that Upper Hanover Township has not authorized a continuance of the previous Police Services Agreement. Mr. Fried indicated that he will review the matter.

 

Camelot Park Dedication

 

Mr. Fried reported that the Parks and Recreation Committee was recommending a Sunday, August 30, 2009 date for a dedication ceremony at Camelot Park.

 

Adjournment

 

Mr. Marks moved to adjourn the meeting to an Executive Session at 8:25 p.m.  The motion was seconded by Mr. Fried and carried unanimously.
