UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF FEBRUARY 9, 2004

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m by Chairman Albert Baccari.  Township Supervisors in attendance included Chairman Albert Baccari, Frederick Fels, Willard Kershner, Bruce Baver and Eugene Marks.  Township staff in attendance included Edward Skypala, Township Solicitor, Rebecca Bell, Esquire, Larry Buck, Road Foreman, Stanley Seitzinger, Jr., Township Manager and Jeffrey Ashman, Fire Marshal.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Tractor Trailer Parking

 

A discussion ensued concerning possible options for enforcement of a tractor trailer parking prohibition ordinance.  It was recommended by the Board of Supervisors that further action on implementing such an ordinance be tabled indefinitely.  It was requested that the Township Manager contact the person initiating the original complaint and also speak to the owner of the tractor trailer concerning alternative parking options.

 

Cole Property

 

Discussion ensued concerning enforcement options.  It was requested that the matter be re-listed for the next Board of Supervisors Workshop Agenda.

 

Hay Building Permit Refund

 

The Board of Supervisors recommended that the refund not be issued in order to assure that the site is properly maintained in its present condition. 

 

Salt Bin Expansion

 

Larry Buck indicated a need for an expansion of the salt storage capacity at the highway garage.  He was requested to obtain additional specifics concerning costs and building size options for the next Workshop meeting. 

 

Backhoe/Loader

 

Larry Buck presented a proposal from Plasterer Equipment Company concerning the purchase of a 2004 John Deere Backhoe/Loader in the amount of $75,440.00 as per the State bid.  Mr. Fels moved to accept the State bid proposal amount from Plasterer Equipment Company for the 2004 John Deere Backhoe/Loader in the amount of $75,440.00.  The motion was seconded by Mr. Baver and carried unanimously.

 

Small Dump Truck Replacement

 

It was explained that the damage to the vehicle would most likely result in a total loss.  Larry Buck was requested to obtain additional information concerning costs and requirements for replacement. 

 

Amendments to Burning Ordinance

 

Mr. Skypala will prepare an Ordinance for advertisement concerning a proposed amendment to the Burning Ordinance.  It was recommended that the hot tar roofing issue be handled through the current building permit requirements and not the Burning Ordinance. 

 

1340 Moyer Road Sinkholes

 

A brief discussion ensued concerning ongoing sinkhole problems in the vicinity of Moyer Road.  Mr. Skypala will research ownership of the pipe causing the problems.

 

Green Field/Green Towns Open Space Program

 

The Township Manager was requested to solicit a plan proposal from Charles Guttenplan.  Mr. Baccari indicated that discussion had ensued concerning whether such plans could be completed on a regional basis. 

 

Wastewater Related Engineering Services

 

Mr. Fels moved to hire LTL Consultants to perform required wastewater related engineering services regarding stream discharge system monitoring, on-lot systems and Act 537 Plans.  The motion was seconded by Mr. Marks and carried unanimously.

 

Part-Time Clerical Position Hiring Authorization

 

Mr. Fels moved to authorize the hiring of Donna Tino as a part-time receptionist/secre-tary in the Upper Hanover Township Administration Office at a rate of $11.00 per hour for between 15 – 20 hours per week and subject to a six month probationary period.  The motion was seconded by Mr. Marks and carried unanimously.

 

Review of February 10,  2004 BOS Regular Meeting Agenda

 

The Agenda was reviewed.  

 

 

 

 

 

Adjournment

 

Mr. Fels moved to adjourn the meeting at 8:50 p.m.  The motion was seconded by Mr. Kershner and carried unanimously.
