The meeting was called to order at 7:00 p.m by Chairman Albert Baccari. Township Supervisors in attendance included Chairman Albert Baccari, Frederick Fels, Willard Kershner, Bruce Baver and Eugene Marks. Township staff in attendance included Edward Skypala, Township Solicitor, Larry Buck, Road Foreman, Stanley Seitzinger, Jr., Township Manager and Jeffrey Ashman, Fire Marshal.
Citizens in attendance did not present comments.
Discussion ensued concerning the traffic signal. Mr. Fels moved to authorize amendment to the traffic signal diagram and installation of strobe lights on the red lights in all four directions. The motion was seconded by Mr. Marks and carried unanimously.
Discussion ensued. Mr. Skypala was authorized to forward a letter to the property owner indicating that since Upper Hanover Township was not the legal owner of the drainage pipe in question, Upper Hanover Township would not implement corrective actions.
It was determined that the Open Space Plan could not be prepared on a regional basis. The Township Manager was requested to contact Charles Guttenplan for an Open Space Plan Proposal.
(Township Supervisor Bruce Baver arrived at the meeting at 7:15 p.m.)
Manager Seitzinger provided an update of items recycled by the Red Hill Regional Group. The Board of Supervisors decided that Upper Hanover Township would join the Regional Group on the $10.00 per household basis as of January 1, 2005 and that the $2,000.00 budgeted for recycling would be provided to the Red Hill Group in 2004.
Mr. Fels moved to approve the requested road closings. The motion was seconded by Mr. Marks and carried unanimously.
It was determined that Fire Marshal report fee would not be implemented.
Mr. Marks provided an update concerning a recent training session he attended on geographic information systems. Mr. Skypala suggested that the Upper Hanover Authority should participate in the proposed project.
Mr. Seitzinger indicated that several citizens had complained about recent door-to-door magazine sales for which a Peddling Permit had been issued.
Mr. Seitzinger noted that it was determined Upper Hanover Township could participate in the PA Capital City Cooperative Purchasing Program. Mr. Buck was requested to prepare and organize price information prior to action or authorization by the Board of Supervisors for the replacement of the damaged dump truck.
The Board of Supervisors authorized the inclusion of a reference to the proposed Upper Perkiomen Valley industrial access highway on the official highway map under preparation by the office of the Township Engineer.
Mr. Baver moved to officially approve and adopt the proposed Worker Compensation Provider Panel as required by the worker compensation insurance carrier. The motion was seconded by Mr. Fels and carried unanimously.
The Board of Supervisors reviewed an update provided by Castle Valley Consultants.
Larry Buck provided a brief update.
The agenda was reviewed.

Mr. Baver moved to authorize the preparation of an appraisal for the Kline property acquisition. The motion was seconded by Mr. Fels and carried unanimously.
