Township Manager

Departmental Overview

The Township Manager’s Office is responsible for providing overall direction and administration of policies and programs established by the Upper Hanover Township Board of Supervisors. A principal responsibility is working with the Township committees to problem solve and plan for the future.  She is also responsible for preparing and implementing the annual budget under the guidance of the Board of Supervisors.   The Township Manager oversees the provision of municipal services including Human Resource and Finance, Roads and Bridges, Code Enforcement and General Administration.     She also serves as the Township's Secretary-Treasurer and Open Records Officer. The Township Manager's duties and authority are described in the Township Manager Ordinance.  


Meet the Township Manager - Anne W. Klepfer

Klepfer was appointed Township Manager effective January 1, 2022.   As Township Manager, Mrs. Klepfer serves at the pleasure of the Board of Supervisors and reports to them directly.   Mrs. Klepfer is responsible for the daily administrative operations of the Township and all employees report to her.   

Mrs. Klepfer received a Master of Public Administration from the University of Pittsburgh in 1995 after graduating from Dickinson College in 1992 with a BA in American Studies.   She has over 28 years of experience in Local Government having served as a municipal manager for several Townships and Boroughs in Bucks and Montgomery Counties.  She is a career-long member of the International City-County Manager's Association and previously earned the status of a Credentialed Manager.  Mrs. Klepfer lives in Harleysville, PA with her husband and has two adult children.
